Die Zielgröße der Fläche der Landkreise sollte in der Regel 4.000 km2 nicht überschreiten, während die abstrakte untere Zielgröße für die Einwohnerzahl der Landkreise zum Jahr 2020 mit 175.000 festgelegt ist. Neben der Zielgröße müssen insbesondere in den sehr dünn besiedelten Gegenden weitere Gesichtspunkte eine Rolle spielen. Zu nennen sind hier etwa raumordnerische und landesentwicklungspolitische Gründe, wirtschaftliche, infrastrukturelle nature and spatial relationships as well as historical and ethnic traditions affinities. ...
